Export of flooded used cars creates wealth, a situation that all advanced countries are experiencing
Companies qualified to export submerged vehicles are possible, but there is no possibility of domestic inflow

Domestic used car sales are at the level of 2.5 to 2.6 million units per year, which is about 1.5 times larger than new car sales (about 1.7 million units), but are still low compared to advanced countries.
If we exert sufficient capacity, we can say that we have the power to expand it to about 2.5 times.
Comparatively, the export of used cars was around 600,000 units last year, and it is possible to export 900,000 to 1 million units or more, so it is possible to increase by more than 50% compared to the current level.
In addition, the amount of wealth gained is considerable, as used parts are also added.
Exports compared to domestic demand can be said to be playing the role of a patriot who fully imports all the money.
As in other fields, South Korea's small domestic market serves as a testing ground, and it can be said that it is an export-based country that secures food through exports based on proven products.
It can be said that the current status of an advanced country also has a proud history that was achieved through decades of hard work and sweat.
The size of the domestic used car export market is quite large, but because it has been a wasteland for decades, the price of used cars exported is also high in Japan. Since the market is only half-contrasted, they are not receiving proper prices and are only focused on the quantitative aspect. The related infrastructure and systems are also very backward and small-scale.
There are still many container offices on unpaved land, and used cars for export are left on the streets without any price calculation or guarantee. Even residential areas in Incheon are suffering from these abandoned vehicles.
The reality is that everyone is working hard to arm themselves with the task of developing an advanced used car export system, a modernized complex structure, a properly educated workforce, and a used car export system that gets a fair price.
This means that we need to revise each and every incorrect regulation and properly implement advanced export food products.
It is our natural duty to find and improve each and every case where valuable resources are being wasted due to these incorrect regulations.
Since everything is backward and problematic, it is impossible to improve it all at once, so let's find it and improve it. One of these areas is the problem of flood control.
About three years ago, the Ministry of Land, Infrastructure and Transport came up with a strong improvement plan after flooded vehicles, which appeared mainly every summer, were sold in the domestic market, causing various accidents and social injustice.
This is a strong regulation that prevents flooded vehicles from entering the domestic market, and destroys registered flooded vehicles by crushing them with machines at junkyards and turning them into scrap metal.
It can be said that this policy has greatly reduced the domestic market for submerged vehicles.
Of course, there is a limit to the fact that around 30% of used vehicles without insurance can enter the market through unauthorized maintenance, etc., so these used vehicles need to be filtered out through institutional methods such as performance status inspection records.
The problem is that it is important to earn national wealth through exports rather than simply pressing these submersibles with machines and wasting precious resources.
This system of exporting used cars that have been submerged is something that all advanced countries are already doing, and it can be said that it is a system of advanced countries that creates national wealth and prevents it from being wasted as just scrap metal.
In other words, it is natural that submersible vehicles cannot be traded in the domestic market, and the export market must be activated through exports.
The logic is that if you export it with the label of a submersible vehicle, the importing countries can use it according to their own laws.
We are a flooded country, but there are many countries overseas that have such an important resource that they cannot be utilized because they do not have it.
As mentioned above, all advanced countries are exporting without exception, but we are the only ones wasting our national wealth.
So, in the latter half of last year, a related discussion meeting was held in the National Assembly hosted by the Korea Used Car Export Association.It can be said that a positive meaning was conveyed as the Ministry of Land, Infrastructure and Transport also participated.
Afterwards, the National Assembly Research Service also published a report on meaningful institutional improvement to promote exports of submersible vehicles.
Through this process, the part where Representative Yeom Tae-young proposed regulations related to submerged export vehicles is considered very positive.
I am confident that this is a very positive and desirable move that will pave the way for exports by reviving resources that were wasted due to incorrect regulations.
The number of flooded vehicles that appear every year is mainly caused by summer monsoon rains and typhoons, and the number of flooded vehicles is around 8,000 to 20,000. The price is estimated to be around 100 billion won.
Compared to the 600,000 units of used cars exported previously mentioned, this is a very small amount, but it is still significant in that it saves precious resources like other advanced countries.
In this situation, negative articles have been appearing recently. Of course, it is judged that these articles are obstructive and do not know the characteristics of used cars for export.
There are forces that are intentionally obstructing and envying the important process of earning national wealth solely through exports by revising related regulations that have no problems whatsoever.
Let's look at the process. First, when a flooded vehicle appears, the insurance company proceeds with the existing process of deregistering excessive flooded vehicles and sending them to a scrapyard to be crushed by machines. However, the part that will be improved this time is that the only change is the process of attaching a flooded vehicle tag and sending them to an export port.
In other words, only companies that have met certain criteria and performance records and have been registered with insurance companies are eligible to bid for these submerged vehicles.
It is estimated that there are approximately 50 to 60 companies in Korea that have these qualifications. This company will win the bid for a deregistered submersible vehicle, and will then go to the port to export it, along with the mandatory attachment of documents related to submersibility.
It means that not just anyone can win the bid, but that only qualified companies can receive it and export it by attaching detailed flood-related documents. This means that there is no channel through which it can be imported into the country.
Why do such negative articles occasionally appear in such a transparent process? It is possible that there are forces that are jealous and disqualified from bidding.
In other words, it seems that companies that are not qualified to bid are eyeing the 10,000 or so new flooded vehicles, but they are trying to throw ashes at them because they are not qualified.
As the president of the Used Car Export Association, I felt it was important to properly inform the public about the absurd content. I believe that the statement that it could re-emerge in the domestic market was made without any knowledge of the export process. I would like to emphasize once again that a submerged vehicle that has been deregistered cannot re-enter the domestic market while on its way to an export port with a mandatory submerged tag attached.
This statement is similar to a spy movie-like comment about a flooded car that has been written off by the insurance company and is being stolen while being taken to a junkyard.
I can only say that this is an operation to obstruct an issue that has absolutely no potential to be a problem in any process.
If you are not qualified to bid for a submerged vehicle, you can work hard to obtain the qualification and enter the market. I would like to advise you not to be greedy and muddy the waters by purchasing 10,000 submerged vehicles without considering the market of over 600,000 units and approaching it in a larger scale.
Also, do not mention the absurd logic that exported submersible vehicles can re-enter the domestic market.
There are also some absurd claims that used, flooded vehicles that have been exported can be reimported. In principle, importing used cars is prohibited in Korea, so importing them is impossible.
There are very few markets where imports are possible, such as those where you have worked overseas for more than a year and then moved back to Korea and are operating your own car, or classic cars that cannot be operated due to the lack of certain license plates.
In other words, we must avoid causing confusion by distorted information about the re-importation of used cars.
On the contrary, the advantage is that the opportunity to reduce the possibility of flooded vehicles appearing in the domestic market by activating exports increases, as mentioned above, as there is no self-insurance for approximately 30% of flooded vehicles.
I hope that the content of the article will not hinder the export of submersible vehicles, which have only advantages, but will focus on improving submersible vehicles that enter the domestic market without auto insurance.
Once again, I applaud the efforts of the National Assembly and the Ministry of Land, Infrastructure and Transport to revise relevant regulations for the export of submersible vehicles, which is being promoted by all advanced countries.
There are still too many situations where positive policies that are focused on regulation are hidden everywhere.
I am confident that if we identify and improve these major regulations one by one, Korea will become a safe country where it is easy to do business.
I hope that the National Assembly and the government, regardless of party affiliation, will come up with many proper regulations to help the people's difficult livelihoods.
